Are you looking for an opportunity to build on your planning career?

Surrey County Council is within a two-tier local government area and provides a planning service for 1.2 million residents with statutory responsibility for minerals and waste planning. As well as minerals and waste policy and development management the county council is involved in a variety of projects at a strategic level such as: spatial planning, transport, economic policy, and strategic infrastructure planning.

  • Minerals are essential for the building and maintenance of homes, commercial and industrial buildings, schools, and hospitals as well as transport and utility network improvements. Maintaining the supply of minerals and safeguarding mineral resources from sterilisation is integral in enabling development. Surrey’s mineral resources include sand and gravel, clay, silica sand, chalk, oil and gas
  • Over three million tonnes of waste is generated annually in Surrey, which requires increased rates of reuse and recycling as well as sustainable waste management infrastructure that drives waste management up the waste hierarchy
  • Surrey is recognised as a powerhouse of the British economy and provides the largest net contribution to the UK Government after London. It is also the most wooded county in England, some 25% of it is covered by the Surrey Hills Area of Outstanding Natural Beauty and about 73% of it is designated Metropolitan Green Belt

Surrey County Council’s Minerals and Waste Policy Team seeks to ensure that Surrey meets its need for mineral resources and sustainable waste management by producing and maintaining a portfolio of development plans and related documents including annual monitoring reports. To help Surrey County Council meet its statutory planning obligations and achieve its wider goals we have an opportunity for a Senior Planning Policy Officer to join our team.

As an important member of our small but friendly team, you will play a leading role in the making of the county council’s first joint minerals and waste local plan right from the outset. As part of this, you can expect to take ownership for work-streams, carry out research, commission technical studies and manage technical evidence and draft policies. You will engage with elected councillors, stakeholders and our residents through public consultations and at council meetings. The role will also involve coaching and mentoring other members of the Planning Policy Team.

To be shortlisted for interview, your CV and personal statement should clearly evidence:

  • You hold a degree or postgraduate qualification in town and country planning or related field and be eligible for membership of the RTPI (or equivalent professional body) or working towards this status
  • You possess a good understanding of minerals and waste management development and land-use planning in England or Wales, with substantial, relevant experience in local government
  • You are a proficient land-use planner with demonstrable planning policy experience and a record of continuous professional development
  • You can demonstrate intellectual ability, political awareness and skills that would enable you to be a good communicator, negotiator, influencer, and leader

At Surrey, our values and behaviours are just as important as our skills and abilities. They shape who we are as an organisation. Find out more about the values we follow.
