About Us

The Business Assurance Group within Highways, Transport and Planning are a supporting service to the rest of the directorate that covers Highway Contract operational support, quality and performance monitoring, Business system and Analysis support and highway network and data information management.

Within the Highway Network and Data Information Team (HN&DI), the responsibilities are to maintain the National Street Gazetteer (NSG), the countywide highway network information, the Highway inventory and condition assessment survey data and reporting back to DFT on National Indicators about the condition of the Road Network.

About The Job

Salary: £20,903 - £22,183 per annum

As the post holder, you will be assisting in managing and processing highway inventory and condition survey data records into corporate asset management systems for budget strategy planning and forward planning of highway works programmes. The role will require obtaining knowledge and experience of using nationally accredited pavement management systems (UKPMS) and Geographical Information Systems (GIS) for mapping and reporting highway maintainable assets.

You will be required to travel around the county independently from time to time to carry out quarterly condition survey data audits to ensure accuracy and attention to detail has been maintained from these survey types. You will use your own initiative when carrying out these duties and compile detailed performance reports of your findings to feed back to the service provider for future reference.

You will assist with producing annual statistics and reports required for central government returns as well as routine highway maintenance schedules of works for the whole year. You'll also develop your skills using GIS systems and mapping highway assets for the benefit of sharing information across other directorates, and take a keen role in development in this area.

You will also be required to assist with Road Safety / Traffic Accident Investigations, freedom of information requests and other enquiries about the highway network and condition of their assets as necessary.

Experience and Skills

Key Skills:

  1. Excellent written and oral communication skills to enable clear and concise reports to be prepared, documenting the findings of site inspection audits and investigations.
  2. Ability to anticipate and identify problems, plan solutions and make sound pragmatic problem-solving decisions.
  3. Strong customer focus with the ability to work within a team that provides a high-quality service for managing the highway network and condition assessment survey programme.
  4. Good professional observational skills in order to locate assets, defects and faults in the highway and ability to keep accurate records in order to document findings.
  5. Flexible approach with ability to remain calm when under pressure and be able to switch work between competing needs during the course of a day.
  6. Sound and accurate IT skills, plus experience of using all Microsoft Office Applications.

Qualifications and/or experience:

  • BTEC / ONC in Construction, Engineering or a related subject, or 'A' levels, or equivalent experience.
  • Full current driver's licence.
  • New Roads and Street-Works Supervision Qualification - Desirable
  • Knowledge of GIS - Desirable
  • Basic theoretical knowledge of engineering/civil construction for planning improvements and repairs to the highway, including the Highways Act and NRSWA, and other relevant pieces of legislation, including health and safety, for enforcement work.
  • Demonstrable customer service & community engagement skills.
  • Proven successful experience of working as part of a team in order to effectively meet objectives within agreed/necessary timescales.
