To manage the Council’s Kickstart Scheme. Working with the Economic Development team to support those employed on 6-month work placements and their line managers within the Council.
To manage the Council’s Apprenticeship Levy, ensuring that the Levy is fully utilised, and our apprentices have the support and experience they require.
Analysing the HR data within the Council and preparing quarterly reports on HR related activity within the Council.
Undertake a range of specialist tasks including:
Administering the Kickstart Scheme on behalf of the Council.
Supervising the training and mentoring of Kickstart placements in the Council and providing support to their line-managers and ensure that an appropriate level of training and employability support is in place.
Working with other local employers to widen the number of Kickstart placements in the Borough.
Researching and implementing additional employability programmes that can be adopted by the Council.
Representing the Council in its work with DWP/Jobcentre Plus and local training and employability skills providers.
Development of an apprenticeship and employability strategy and managing the Council’s apprenticeship Levy to ensure the funds are fully utilised.
Liaising with our apprenticeship providers and line managers to source apprenticeships that are suitable for the needs of the business.
Supporting our apprentices to complete their qualifications in a timely manner.
Coordinating cross service training for the Council’s apprentices and kickstart placements.
Compile and provide quarterly HR reports on employee data KPI’s (headcount, turnover, sickness etc), highlighting and identifying trends as necessary and provide actionable recommendations.
General Administrative duties for the HR and Economic Development Teams.
Experience of working in an HR, training, or employment support setting.
Practical experience of working alongside and supporting young people in a workplace.
Experience of undertaking all aspects of employment selection, including interviewing staff.
Experience of office and finance administration of similar programmes or schemes; meeting deadlines for reporting progress.
Has a working knowledge of employment legislation and health and safety in the workplace, especially as they apply to young people.
An understanding of the different players participating in the Kickstart Scheme and the learning and skills sector.
An thorough understanding of the Apprenticeship Levy.
Excellent communication skills and ability to present complex information in a clear manner.
IT skills, including MS Word and Excel or similar.
Ability to think strategically and to add value to the Kickstart work placements in the workplace, through working with other employers and training providers.
Ability to work individually and as part of a team and with a variety of service areas and partners.
Managing a high workload by prioritising tasks and balancing conflicting demands.
Ability to record information accurately and to prepare reports.
A full driving licence and have access to own car for business use.
Degree and/or relevant professional qualification.
Political awareness and sensitivity.
Experience of delivering training and employability support to young people.
Experience of managing staff.
