We are seeking a Procurement Lead for HDC who will have overall responsibility for developing and implementing our procurement strategy, policies and processes to support the delivery of our corporate objectives, in compliance with our legal obligations.
This is a stand alone role leading the procurement function and ensuring that HDC as a whole deliver savings and receive value for money and strong commercial outcomes against any services required by the Council.
The Council spends approximately £17m each year on supplies, services and works. These are across a wide range of services from Leisure to ICT. In addition, the Council operates and participates in several shared services and partnership contracts. Working with each service, the role will involve sourcing or obtaining quotations, tendering or conducting mini competitions from a framework contract. The role will need to provide support, advice and guidance throughout the procurement cycle
You will be responsible for implementing purchasing procedures and templates/documents to be used Council wide and manage defined projects across a range of category areas, to secure the goods, works and services that most effectively address the identified needs of our customers, residents and partners.
You will require experience in building strong stakeholder relationships and possess great communication skills and have the desire to contribute to providing high quality procurement services Council wide in order to directly influence business reputation and financial performance. Public sector experience is essential and an understanding of the applicable regulations (PCR2015) and practices (e.g. Framework Agreements)

We are currently working full remotely for the foreseeable future when we anticipate returning to the office on a flexible basis which will still include work from home and flexi time opportunities but candidates should be within commutable distance of our offices in Huntingdon, Cambridgeshire or able to attend meetings as required if further afield.
