About the Post:

An exciting opportunity has arisen for an Engineer (Highway Development Control) to join our extremely busy Highway Development Control team.

Reporting directly to the Group Leader, Highway Development Control, your main focus will be on supporting the Group Leader and Senior Highway Development Control Engineers as consultees in the planning and land-use development control process. Your input will shape and improve the transportation infrastructure, which in turn enables residential and commercial development opportunities in the county borough. You will also be required to visit development sites and assess the transportation implications and impacts of a development on the transportation network and be able to relay the findings, both written and verbally, back to the Group Leader and wider team.

You will also liaise with colleagues in the Transportation and Highway Design teams to ensure that appropriate standards and materials and that improvements required by developers to mitigate the impact of new development are identified and implemented.

Barnsley is in a period of unprecedented development and good transport, and transport planning is a cornerstone for our future success. The demand for specialist highway engineering solutions into transport policies and masterplans is greater than ever, alongside the identification, specification and development of major highway infrastructure.

This is an exciting and important role where you will be part of a dedicated expert technical team which will allow you to use that team expertise as well as use your own initiative when problem solving. With excellent communication and negotiation skills, you will need to work effectively with sections within transportation department but also engage and seek professional advice from engineering and planning officers alike, to consider the implications of proposed developments and seek any necessary improvements via the planning process.

Do you have ambition and an eye for identifying and pursuing future opportunities to develop and enhance highway / transport infrastructure across the borough?

If this sounds like you, this is your opportunity to join a dynamic team, bringing together highway design, transport planning including management of the highway and transportation investment programme, strategic traffic management, supporting complex infrastructure projects, Active Travel Schemes, travel demand management and behaviour change.

What you’ll need

To join us, you’ll need a professional or postgraduate qualification in a relevant discipline at level 4 and be able to evidence recent professional development in a related area.

You will need to demonstrate a good understanding of the legislation and policy framework as it relates to Highways and Planning. Experience of negotiating contributions within the confines of S106, S278 and S38 agreements, for projects of varying complexities.

You will need to have political awareness and good communication and negotiation skills as well as experience of working with elected members.

A lot to look forward to

We live and work by our four values: honesty, teamwork, excellent service and taking pride in what we do. As part of our team you can be sure we’ll do all we can to support you in being truly excellent. You see, we prioritise learning and enabling staff to achieve their potential. That’s one of the reasons why we achieved IIP Gold and why you’ll find your career here inspiring and rewarding.
