Your New Role

This is the largest and one of the most challenging contracts that the Council manages. It manages the Project Network on a “fence to fence” basis. Striking the balance between affordability and expectation and being able to negotiate those requirements between stakeholders and the PFI Service provider is crucial. We are looking for high calibre, experienced professional to become an integral part of the Regeneration Senior Management Team.  You will lead the contract management function, assist in the development and co-ordination of associated strategy and policy and guide the direction of the contract as it moves into its final few years including the plan for handover of the assets and future management of the highways network in Portsmouth.

You will report directly to the Director of Regeneration. You will be an integral member of the Regeneration Senior Management Team and will take the lead role being the primary interface with the Service Provider, charged with building strong and proactive relationships. You will take a lead role in the Council’s commercial negotiations with the Service Provider, ensuring that the contract performs within its overall financial envelope. You will implement processes and systems and build the culture of continuous improvement both internally within the contract management team and externally with the contractor. You will provide regular feedback and forge professional, effective working relationships with Chief Officers of the City Council, Strategic Leads, Elected Members and Councillors including Cabinet. 

You will translate the contract management strategy into day to day operations, effectively managing the Highways PFI Contract to deliver co-ordinated planned schemes that support PCC key polices and strategies. You will develop the long term strategy for effective handback of the Project Network whilst implementing active steps to monitor on-going asset condition to achieve effective handback. You will promote and represent PCC in working with its partners to deliver the City’s Highways Maintenance and Infrastructure agenda.

 

What you’ll need to succeed

Since the Portsmouth Highways PFI contract is the first of its kind for delivering highway maintenance in the country, partnership working, challenging conventional wisdom, implementing continuous improvement and consensus decision making require an individual who can create and initiate best practice. We require someone with a vision, who sets high performance standards and achieves them. You need to have a customer focus and be prepared to improve the journey for both stakeholders and customers alike.

Ideally you will be educated to degree level or equivalent with significant experience in managing Private Finance Initiative (PFI) and/or strategic service based contracts with a value of over £20m pa. You will be a chartered Engineer with Membership of one the following: Institution of Civil Engineers; Institution of Structural Engineers; or Institution of Highway and Transportation Engineers. You will have sufficient awareness of relevant legislation, regulatory framework for the highways sector and knowledge of highway standards is desirable. You will be Project Management trained in Prince 2 or equivalent and have experience of leading successful commercial negotiations, holding contractors to account and applying appropriate sanctions where relevant. You will have proven leadership qualities, success in effective team building, translating strategic objectives into operational plans, effective communications, introducing performance management and generating a high-performing culture. You will demonstrate experience in interpreting complex commercial, legal and technical contracts into an effective contract management strategy for achieving best value for money in the delivery of services.
