Overview

This is a fantastic opportunity for a Strategic Commissioning Manager to join the People Services team at Harrow Council, you will be joining Harrow’s Strategy and Commissioning Division. The post holder will have a responsibility for the commissioning of Learning Disabilities, Autism (all age) and Adult Mental Health portfolio. You’ll be joining Harrow at an exciting time as we develop and embed our vision for commissioning and market management and consolidate our teams. We are progressing the implementation of our Mental Health Review, commissioning providers to deliver our Extra Care Strategy, supporting and shaping the health and care integration agenda in Harrow across adults and children services with our health colleagues and shaping our provider market.

We are seeking a new team player who will bring their knowledge, skill and experience across commissioning to Harrow. We are interested in a person who has the drive and ambition to achieve positive outcomes for Harrow’s residents using our resources effectively in time of financial challenges. We have invested in our partnerships with providers and stakeholders and in your role you will build on this. We are open to new ideas and innovation. Whilst this will be a challenging role you will be supported by colleagues and partners alike. COVID has presented unprecedented challenges to our community to which we have and continue to respond. About us

Harrow Council is the 12th largest London borough and one of the most culturally diverse local authorities in the UK, making it a great place to live, work and visit. Located 10 miles from the city centre and just 13 minutes to Euston from Harrow & Wealdstone station there are great transport links via the Metropolitan Line, Watford DC Line and national rail service. About you

The successful candidate will have:

  • Degree level education
  • Knowledge of project management tools and techniques
  • Working knowledge and understanding of current issues for People Services
  • Strategic knowledge of market management and development
  • An understanding of effective commissioning processes
  • Experience of leading the implementation of complex local government initiatives
  • A proven track record of working with multi-disciplinary officers/teams to develop and deliver change with a range of stakeholders and providers
  • Experience leading and managing strategic commissioners to resolve complex issues and embed best practice
