The Corporation is now recruiting to the role of Planning Compliance Monitoring Officer.
To proactively monitor the new developments in the Garden City to examine the level of compliance including planning conditions and adherence to approved plans. To investigate complaints regarding breaches of planning control.
The post-holder will report to the Chief Planning Officer/Senior Planning Manager within the EDC’s Planning Directorate.
Main Duties and Responsibilities:
To proactively monitor the compliance of new development against the applicable planning permissions and planning conditions;
To work alongside the planning case officers and to liaise directly with developers to resolve any areas of non-compliance that may be found;
To carry out regular site visits and liaise with site managers to identify and resolve any breaches quickly;
To investigate alleged breaches of planning control that are reported by residents or third parties through site visits and research;
To work alongside the planning case officers and Development Monitoring Officer to try and resolve any breaches of planning control by negotiation and discussions with the developer, complainant and other third parties;
To support the planning case officers and Development Monitoring Officer during any formal planning enforcement processes including gathering evidence and attending appeal hearings/public inquiries as required;
To prepare statistics in relation to monitoring and enforcement matters and prepare/present reports to EDC Board/Planning Committee as required;
To meet applicants, complainants, and members of the public and other bodies in relation to planning compliance monitoring work to ensure they are regularly informed about progress in dealing with such matters;
Ensure effective liaison with other functions within the Ebbsfleet Development Corporation, local councils and external agencies as appropriate;
Take reasonable care of own safety and to co-operate with managers/supervisors in complying with statutory health & safety duties; and
Such other non-recurring duties appropriate to the post as may be directed.
The criteria for this role are as follows:
A-Level qualifications (or equivalent), preferably including Geography, and also at least GCSE standard in English
Ability to interpret planning permissions, planning drawings and accompanying documents
Excellent communication and negotiation skills with an ability to communicate with a range of stakeholders
Good organisational skills with an ability to manage conflicting priorities
Ability to meet deadlines and to work independently using judgement as to when to seek assistance
Good IT skills, including use of Outlook and Word
Full driving licence
Experience of working in a Planning Enforcement / Compliance Monitoring role or within a planning/development environment
Experience of using a Planning IT system (e.g. Uniform)
Based in Ebbsfleet, North Kent, including regular site visits within the Garden City
Working week of 37 hours between Monday to Friday, with occasional evening or weekend work.
