Economic Development Officer – Prosperity and Investment
Salary: £36,922 per annum (including Market Supplement)
Contract: Fixed Term, 24 months, Full Time
Location: High degree of remote/home based working with occasional meetings at EDDC office in Honiton (Blackdown House) and across East Devon.

About the role
We are looking for a skilled and experienced individual to join our Economic Development Team and to be part of a prioritised program of economic recovery, business support and employer engagement for the Council. This is an exciting new position which focuses on working with local businesses, representative groups and funding providers to address economic challenges, promote recovery, stimulate growth, prosperity and social inclusion.
The role requires strong project management skills as you will be developing, delivering and leading on economic development projects designed to increase economic resilience across the District, promote green recovery and facilitate the delivery of infrastructure improvements (e.g. digital connectivity, employment sites and workspace provision). It will also require strong bid writing skills and the ability to strengthen our work with key partners such as the Heart of the South West LEP to identify and access funding opportunities including the UK Shared Prosperity Fund.
You will work with community groups and key business stakeholders to better understand local economic challenges and identify opportunities for directly supporting businesses to adapt and become more resilient through the Covid-19 pandemic and beyond.
The post-holder will be responsible for supporting employers with UK Transition and actively engaging with local businesses and exporters to understand their needs, gather feedback issues and deliver support.
Qualified to degree level and with at least 5 years of experience in business and economic development, you’ll have a high degree of commercial awareness, a strong project management focus and be able to carry out effective research, prepare and present high-quality reports in a local authority setting.
You’ll be familiar with relevant local and national economic indicators; the challenges facing individual businesses and local economies emerging from the impact of COVID-19; opportunities for local authorities to support economic recovery; and the implications for our Local Industrial Strategy. You will have proven experience in project management, delivery and partnership working, as well as the ability to innovate in achieving key service objectives.
Excellent communication and negotiation skills are essential to the success of this role, as is personal initiative, the ability to work flexibly and with a high degree of autonomy. You’ll need to develop strong working relationships with partner economy teams, East Devon’s business community, relevant networks and organisations.
Along with the opportunity to work remotely in fulfilling much of this key role, there will be the requirement to meet with the team, local businesses and organisations as required and in accordance with relevant COVID-secure government guidance. To this end, you’ll likely have a driving licence and/or be able to travel as required (reasonable adjustments may be possible according to the Equality Act).
