Economic Development Officer – Employment and Skills
Salary: £36,922 per annum (including Market Supplement)
Contract: Fixed Term, 24 months, Full Time
Location: High degree of remote/home based working with occasional meetings at EDDC office in Honiton (Blackdown House) and across East Devon.

About the role
We are looking for a skilled and experienced individual to join our Economic Development Team and to be part of a prioritised program of economic recovery, business support and employer engagement for the Council. This is an exciting new position which focuses on working with local employers, education, skills and training providers as well as public sector skills partnerships. This will ensure an evidence based approach to tackling local skills issues, informing education and training provision, facilitating higher quality job creation, improved employability, economic inclusion and increased average wages.
The post-holder will be developing and delivering employment and skills projects designed to help East Devon’s economy recover and grow. The work will support the provision of new, quality employment in higher value sectors, increased investment in skills, training and improved productivity. You will be leading on engagement with employers, the Heart of the South West LEP, local authority partners, skills, training and educational providers to identify and address existing and future skills gaps and recruitment issues within the local labour market.
You will be a key contact for local employers, assisting them as required with large scale changes such as new recruitment activity or redundancy response, liaising with DWP to ensure affected staff receive all available support. You will be leading on engagement with those accessing the Kickstart Scheme to ensure that both our employers and 16-24 yr olds taking up placements receive best development value from the programme. You will also lead on establishing EDDC’s Enterprise Support Programme to remove barriers to self-employment opportunity experienced by some in our community.
Qualified to degree level and with at least 5 years of experience in an employment and skills or economic development related field, you’ll have excellent networks, commercial awareness, a strong project management focus and be able to carry out effective research, preparing and presenting high-quality reports in a local authority setting.
You’ll be familiar with relevant local and national labour market indicators; the recruitment and skills challenges facing individual employers and training providers emerging from the impact of COVID-19; the employment and skills landscape in East Devon and opportunities for local authorities to address poverty, promote social inclusion, support higher value job creation and increased prosperity. You will have proven experience in project management, delivery and partnership working, as well as the ability to innovate in achieving key service objectives.
Excellent communication and negotiation skills are essential to the success of this role, as is personal initiative, the ability to work flexibly and with a high degree of autonomy. You’ll need to develop strong working relationships with East Devon’s key employers, business community, relevant education, skills and training organisations, networks and partner economy teams (including Devon County Council and Exeter City Council).
Along with the opportunity to work remotely in fulfilling much of this key role, there will be the requirement to meet with the team, local businesses and organisations as required and in accordance with relevant COVID-secure government guidance. To this end, you’ll likely have a driving licence and/or be able to travel as required (reasonable adjustments may be possible according to the Equality Act).
