Portsmouth City Council are looking to recruit two full time Contracts & Commissioning Officers to join Adults Services.

Your New Role
You will assist in developing, implementing and monitoring contracts for procured services, whilst working closely with commissioners and service providers. You will work to build capacity in the market place and develop service specifications and contracts, as well as contributing to service improvement activity. You will work with the Contracts & Commissioning Team Manager to support senior management and directors in contract discussions and negotiations, ensuring continually effective procurement and contract management arrangements are in place. You will be responsible for supporting the development and implementation of contracts and service level agreements for procured Public Health and Social Care services with external providers. You will actively work with commissioning colleagues to ensure that appropriate contracts are developed, put in place and carefully monitored on time.
What you’ll need to succeed
You will need to demonstrate experience working in a contracts management or procurement role, as well as ideally have a CIPS qualification equivalent to degree level. You will have experience working in a health or social care setting and strong leadership qualities. You will be able to work well under pressure and have a clear understanding of working on a collaborative basis with different stakeholders. You will demonstrate effective organisational skills and the ability to prioritise, as well as the ability to communicate articulately and in a confident manner to a wide range of settings. You will have excellent verbal and written communication skills and the ability to negotiate. You will be computer literate and have the ability to work both as a team and from your own initiative. You should be trustworthy, reliable and confident and demonstrate fairness and awareness of the demands and sensitivities of working for a public organisation.
