We are looking for a candidate who understands the national policy agenda on climate change and is highly motivated to deliver on a wide range of work within the Planning Policy and Housing Strategy team.
Earlier last year Lancaster City Council unanimously declared a climate emergency and are working towards reducing carbon emissions to net-zero by 2030. The post holder will play a key role in developing planning policies that will help achieve a reduction in carbon emissions in the district from development.
The Planning Policy and Housing Strategy Team has recently launched its Climate Change Review of the Local Plan and an exciting opportunity has arisen within this team for a Climate Change Policy Officer. The post holder will play a fundamental role in developing and implementing the Local Plan Review. This post provides the capacity to research, explore and develop planning policies to address the challenge of climate change. You will contribute to the preparation, implementation and monitoring of planning policies in pursuance of the climate change agenda and assist in working to achieve local and national commitments on reducing net carbon emissions to zero in Lancaster district.
As the Climate Change Policy Officer, you will assist the Project Lead on planning policy development and project delivery in tackling climate change and mitigating its effects on the environment. You will undertake the collection and analysis of information relevant to the planning policy function, including the formulation of policies and proposals, the undertaking of relevant consultations and publicity, community engagement and the carrying out of the statutory document development procedures, commission or source evidence and, where required, represent the council at local plan examinations and planning appeals as an expert witness.
With a continuing focus on the climate change agenda you will work on a wide range of strategic planning and development issues including housing, infrastructure, economic development, open space, biodiversity, design, flooding, waste and transport, including liaison with other relevant climate change practitioners.
The post holder is expected to operate at level of competence appropriate to the professionally qualified officer designation of this post. You will be an excellent communicator, with good interpersonal and presentation skills. You must possess strong project management skills and an ability to work to tight deadlines, with an ability to demonstrate excellent report writing and analytical skills.
A positive attitude to achieving effective team working and an ability to articulate, persuade, influence and negotiate successfully with a range of stakeholders and to deal with complex and contentious issues, is essential. The post holder must have the ability to apply initiative, be alert to the motivation of participants, and have the personal robustness needed to respond to challenge.
The hours of work are 37 hours per week, generally working in normal office hours Monday to Friday. There is a requirement to attend and support meetings and consultation events on weekday evenings, and, only very occasionally, on Saturdays.
The post-holder must have a valid UK driving licence and be prepared to and capable of attending site visits throughout the district which will include site visits in remote and isolated locations. The post is temporary for a maximum term of 5 years.
