Hertsmere is located in southern Hertfordshire and is an attractive environment in which to live and work. It adjoins Greater London and has excellent road and rail links making London and the Home Counties easily accessible. Hertsmere is known as a centre for Film and TV, being home to Elstree Studios (owned by the Council), as well as BBC Elstree and is the location for a proposed new studio development by Sky, due to be operational by 2022.

Hertsmere Borough Council is looking to recruit an enthusiastic and motivated Senior Licensing Officer to join our Licensing Section supervising all aspects of licensing including processing applications, advising on Council policies and licensing requirements and attending Committee meetings and Magistrates Court.

You will be responsible for a team of Licensing and Technical Support Officers ensuring the service is operated efficiently, in line with legal requirements and fulfils its statutory and elective obligations.

To be successful, you will be qualified to degree level (or equivalent commensurate experience) and have previous experience of local authority licensing functions, particularly the Licensing Act 2003, the Gambling Act 2005, Scrap Metal Dealers Act 2013 and the licensing of private hire and hackney carriages in the public sector.  You will be a confident communicator, sometimes under difficult circumstances such as providing evidence in court and conducting interviews under PACE.  You will be able to produce detailed reports, work to tight timescales and use your knowledge and experience whilst demonstrating the ability to make sound independent decisions about cases.
