We are seeking a passionate, motivated individual for the role of Head of Procurement and Commissioning!
At London Borough of Hillingdon, our mission of 'putting our residents first' is integrated into every area of the business. The role of Head of Procurement and Commissioning. The successful candidate will plan, procure, deliver and evaluate procurement activity across the Council services, to meet the needs of our residents and will be the lead officer on all commission projects with joint working with various stakeholders, such as, clinical commissioners, public health specialist, service users and providers from the private, voluntary and community services.
It is an exciting time to join the London Borough of Hillingdon as the Head of Procurement and Commissioning. You will be required to develop and maintain the over-arching commissioning and procurement strategy, which includes a long term plan and operational implementation of a strategic plan over a 12 month period. You will be responsible for reviewing strategies on an annual basis to support the Council's budget setting procedures, financial savings and transformational objectives.
You will also be responsible for overseeing and managing the key elements of consultation and co-production during a commissioning cycle in addition to overseeing the development and delivery of the commissioning work programme, monitoring progress against key milestones and ensure all programmes are delivered on time.
The Head of Procurement and Commissioning will directly manage 4 reports, and indirectly manage approximately 14 indirect reports. You will be responsible for the development and performance of the service in line with the Council's HR policies, as well as being responsible for attracting and retaining an excellent performing procurement and commissioning team. The team will work to deliver key category strategies for a wide range of goods and services that the head of procurement will help design and implement.
This position is based at the Civic Centre in Uxbridge, although you may be required to also visit other sites across the borough.
The Head of Procurement and Commissioning will work with a range of colleagues across the council including Directors, Members and Managers, along with external partners within various industries.
About the person
The successful applicant will have a strong understanding of local government and the wider public sector context specifically.
- hold MCIPS qualification as well as hold both qualifications and experience in Management and Project management
- have in-depth understanding of the current legislation relating to specific activities in a commissioning cycle (including procurement and contracting)
- have comprehensive and in-depth experience in market knowledge, service and product knowledge, commercial focus and centralised procurement
- be an expert in commissioning to ensure that high quality services, desired outcome and improved efficiencies are achieved
- have significant experience in market exploitation with the ability to identify appropriate tactics depending on the supplier's position in the market
- experience of large scale management project management from business cases through to successful delivery and embedding project management governance and processes
- have comprehensive experience in risk management, benefit analysis, business cases, contracting strategies, cross functional teams, supplier management and quality management

You will be working with a wide range of internal and external stakeholders so it is essential that you have excellent written and verbal communication and influencing skills, to allow you to develop contacts and relationships with customers, external organisations and internal contacts. You will be responsible for managing an allocated department budget, ensuring compliance with external and Council guidelines, as well as acting strategically to drive the service forward.
You must be motivated to deliver results, passionate about the service and will be expected to take ownership of your personal development, the development of both team and individual performance, and the implementation of improvement initiatives. The Head of Procurement and Commissioning is a key role, and we are looking for somebody who can work flexible hours, as the service demands which can include out-of-hours working and evening meetings.
