Care and Support commissioning is the ‘engine room’ of the statutory functions of the Director of Children’s Services (DCS) and the Director of Adult Social Services (DASS). With three major improvement programmes underway in Children’s Care and Support, Adults’ Care and Support and Disabilities we have reconfigured our commissioning structure to reflect the improvements and changes we are making across operational services to support practice improvement and better outcomes for residents.

One of the key elements of this new structure are our seven Lead Commissioners, each with a cohesive portfolio of work, together managing the matrix working of 6 Commissioning Managers. This new service will serve the whole of Children’s and Adults’ Care and Support and will champion strategic commissioning, supporting the improvement programmes and driving value for money and innovation in commissioning. The Lead Commissioners will hold their portfolios and drive improvement across their gamut, as well as handling major individual commissioning activity in their areas, providing an excellent standard of care and support to our residents.

The Lead Commissioner for Community Solutions will have responsibility for line managing one member of staff as well as overseeing the matrix working of all Commissioning Managers, with the other Lead Commissioners. The postholder will be responsible for establishing this new portfolio of work, working closely with relevant operational Heads of Service and the Heads of Commissioning to ensure the transition to the new integrated arrangement. The role will also require close working with the Safeguarding Partnership and Early Help Board, the DCS and DASS and external colleagues including the voluntary and community sector.

The postholder will need to be dynamic, solutions-focused and a strong relationship builder. The individual will have a good working knowledge of relevant legislation, and a strong drive to deliver outcomes and improve services.
