Wokingham Borough Council like all Local Authorities, is working hard to maximise the use of its resources to shape the social care market to meet changing demands and expectations, alongside a real terms reductions in spending. The successful candidate will support the delivery of this key development of services and a consistent approach to the shaping our local markets that support vulnerable Adults. You will have the ability to successfully develop and implement a market sustainability strategy that will ensure appropriate capacity, access to services and financial sustainability. 
The Market Management Lead will work closely with the senior leadership team across the directorate, corporate colleagues and key stakeholders, including people who access services and their Carers, to deliver agreed outcomes. 
 
Key Duties, Responsibilities & Accountabilities:- 
• maximise the use of resources and to shape the adult social care market to meet changing demands and expectations in line with the Market Position Statement and the Adults Social Care Strategy, 
• to develop an innovative and consistent approach to the shaping of local Adult social care and prevention markets is required to successfully implement strategies that will ensure appropriate capacity, access to services and financial sustainability. 
• To lead and manage the delivery of a range of market sustainability strategies in partnership with Social Care, social care providers, Health and Public Health colleagues and a wide range of partner agencies. 
 
Skills, Attributes & Experience required:- 
 
• Substantial experience in managing commissioning activities, overseeing all elements of the commissioning cycle 
• Robust knowledge and experience to work in a political environment, with understanding of the issues for local authorities and service users 
• Experience of working in a matrix management environment, where cross-team and cross-organisation working are essential 
• Excellent working knowledge of the political landscape, legislative frameworks and regional and national drivers surrounding the area of specialism 
 
Qualifications required: 
 
• Degree level or equivalent professional qualifications or expertise is essential 
• Evidence of continuous personal and professional development in Commissioning and Procurement
