This is permanent role working in People Commissioning. The purpose of this role is to provide Specialist Strategy and Commissioning expertise and to support operational management to deliver resources to meet customer and organisational needs. Support procurement and management of prevention and statutory services for vulnerable adults including older people and those with learning disabilities and mental health issues. 
 
Key Duties, Responsibilities & Accountabilities:- 

• Supporting lead commissioners to develop and implement commissioning projects. 
• Undertake reviews, support business cases and the procurement of services in order to improve quality, value for money and outcomes; 
• Being involved in exciting and innovative projects and contract monitoring activities, taking responsibility for key work streams; 
• Supporting user and provider engagement associated with specific commissioning projects to ensure they help shape and influence the key programmes of work 
 
Skills, Attributes & Experience required:- 

• Experience of commissioning activities across the commissioning cycle 
• Knowledgeable about relevant legislation, statutory duties, responsibilities, and best practice in commissioning adult social care services. 
• Experience of working in a political environment, with understanding of the issues for local authorities and service users 
• Ability to analyse financial and performance reports and able to inform the selection of appropriate commissioning and procurement options 
 
Qualifications required: 

• Degree level or equivalent professional qualifications or commissioning expertise is essential
