Job introduction

Brighton & Hove City Council is looking to recruit an ‘Independent Person’ to support the work of its Audit and Standards Committee in promoting and maintaining high standards of conduct amongst its elected and co-opted members and parish councillors.  Independent Persons are appointed under the Localism Act 2011. They are required to act objectively and impartially, maintaining confidentiality at all times. They act as non-voting members of the Council’s Audit and Standards Committee, which provides reassurance on the Council’s financial governance and stewardship and its risk management and audit functions.  

About the role

The Council’s Independent Persons are consulted when allegations are made against councillors. On the rare occasions when a complaint is referred for formal investigation, one of the Council’s Independent Persons will chair the hearing panel that makes the final decision. 

This role attracts an annual allowance of £1,030.00 plus reasonable expenses. It would particularly suit someone with a keen interest in the Council and an enthusiasm for maintaining high standards in public life. The ability to formulate an impartial and evidence-based view is important, as is the ability to exercise discretion and professional judgement in a context which may be complex.

The law prevents the Council from appointing as an Independent Person any member, co-opted member or officer of Brighton & Hove City Council or of Rottingdean Parish Council. The same restriction applies to potential applicants who may be a relative or close friend of someone who holds any of those posts.
