About the role
Surrey County Council is undergoing a period of significant change. In the context of fundamental shifts in society, shifting resident demands, the increasing need to deliver value for money and our ambition to be a leading council we need to rethink and reassess what we do and how we do it.
We are embarking on a dynamic new programme to transform the relationship between residents and public services in Surrey, to support independence, tackle inequality and enable better outcomes for people living in our communities. Surrey is beginning to work in this way already, placing residents at the centre of resolving community challenges, embedding strength-based practice into social care and co-designing libraries with communities.
The Working Differently with Communities programme will inspire and drive learning about how to do this effectively and act as a catalyst for fundamental change across the council in the way it approaches delivery with partners.
We are looking for a strong programme manager to drive forward this evolving programme within a complex and moving context. You will be able to ensure the delivery of outcomes to time and budget while retaining flexibility to enable the programme to respond to and build on new opportunities as they arise and adapt to learning as it occurs.
We are looking for people who are organised, analytical, creative, have excellent communication skills, experience working with a broad range of stakeholders and who are not afraid to challenge the status quo. You will be a “hands on” programme manager who proactively develops briefs, plans and business cases, collaboratively working with partners. You will facilitate stakeholder engagement and hold the delivery teams to account, as well as ensuring high quality governance and reporting. Experience and/or knowledge of Local Authority and working with communities would be helpful but is not essential.
The role is initially fixed term for 1 year, with the strong potential for extension. The salary is £53,018 per annum and includes a generous holiday and benefits package. The role is scoped as full time, but we would encourage individuals with flexible working requirements to apply. The role will be based at County Hall in Kingston, though there are plans for County Hall relocation within Surrey in the future and some travel to other venues in Surrey will be required for specific meetings or workshops. Surrey County Council supports agile working.
