Democratic Services Officer job - Epping Forest District Council - 12 month contract

Hays is delighted to be working in partnership with Epping Forest District Council (EFDC) to recruit an Officer for their Democratic Services Division. 12 month contract.

EFDC are in the process of changing how they think about service delivery in the future and this role is a key part of that process. The district is facing an unprecedented period of growth which will bring changes in demographics, in the types of services required and in the ways people access those services. You will work with the Democratic and Electoral Services Manager to contribute to and implement a strong vision for the service area which delivers ambitious, innovative and forward-thinking approaches. Ensure the work of services is high quality and achieves its objectives, by effective performance and risk management. Collaborative working across the organisation will be required to bring about change and improvements to service delivery within finite resources. Responsibility is required for ensuring excellent services are provided to our residents. You will uphold the Council meets its statutory obligations and that the highest standards of probity and good conduct are maintained at all times.

Your key duties will include:

Corporate:

• Customer service and delivery is excellent and continually improves.
• Responsibility for ensuring that the Council’s decisions and policies are implemented.
• Demonstrate the Council's governance mechanisms, ensuring appropriate standards of performance, operational effectiveness, probity, safeguarding, risk management, safety, equality and open government are maintained.
• Participate in projects to achieve the most effective services possible for key stakeholders, community, partners and the Council.

Service:

• Contribute to and implement a strong vision for the service area which delivers ambitious, innovative and forward-thinking approaches.
• Ensure work of services is high quality and achieves its objectives, by effective performance and risk management.
• Develop and implement a digital focus across processes and service delivery particularly with regard to opportunities to support the ‘Digital Member’.
• Ensure an efficient and effective process exists to provide agenda management and secretarial support for meetings of the Council’s committees, working groups and other meetings as required.
• Provide constitutional advice as required to Members, Officers and other stakeholders.
• Analyse issues and set them down in a variety of written forms in a clear and concise manner dependent upon the recipient, to include recommendations for action where appropriate.
• Produce minutes relating to complex issues in a concise and accurate manner on a variety of topics

To be successful you will need transferable skills preferably from a Local Government environment. Experience of working in a democratic services or committee management environment providing advice and guidance to politicians and officers would be advantageous. The ability to establish positive relationships with key stakeholders at all levels of the organisation and partners that generate confidence and respect.
