The Housing Property Team’s function is providing a systematic approach to the governance of property (maintenance, investment and health and safety) including the realization of value from the housing property asset (whole life cycle costs). Using Active Asset Management principles and incorporating a business-like approach (aligned with social values) the team develop, operate, maintain, upgrade, and dispose of assets in the most cost-effective manner.
The Housing Property team delivers circa 18,000 responsive repairs each year alongside capital works to 5,240 homes, including boiler servicing and maintaining fire precautions, keeping residents safe in their homes, whilst complying with legislation.
The team is responsible for the delivery of a substantial and ambitious capital investment programme aligned to the Council’s strategic ambitions through the HRA business plan and Housing Asset Management Strategy (maintenance and capital programmes represent expenditure of £11.5M in 2020/21). The team is also responsible for delivering the £6.9M of the councils Future Investment programme whilst providing technical support and advice to commissioning new home schemes to be delivered by the council and its partners.
The Service has moved to an alliancing [partnering] arrangement with a single maintenance service provider (contractor) to achieve MTFP efficiencies and improve quality/VFM. This provides the Housing Service with significant influence (indeed more control) over quality/value, complete transparency of cost, performance and management information.
The Alliance Manager is responsible for the contract management of the Housing Services alliancing arrangement for the delivery of Repairs, Maintenance and Capital Works (contract value circa £16Mpa).
