Procurement, Contract Management and Income Generation plays a vital role in ensuring that the Council continues to deliver high quality and value for money front line services to its residents. With continued and increasing austerity the ability for the Council to secure both value for money and best value through its procurement and commissioning activities has never been more important. The Council spends hundreds of millions of pounds annually procuring and commissioning a wide range of goods, works and services and the efficient procurement of these contracts ensures best value is continuously achieved.
Linked to procurement is the recognition that effective contract management can both protect front line service delivery standards and can be used to deliver continued efficiencies as well as play a vital role in the reshaping and improvement of these services.
The Procurement and Commercial Services team is responsible for the delivery of these services across the entire organisation and is therefore instrumental in the sustained financial resilience of the Council. Senior Procurement and Contracts Officer
This role will be responsible for supporting Directorates procurement and contract management activity through the current decentralized model. To this end, to manage and assist with the on-going maintenance of the integrated on line procurement system and procedures for use by client directorates across the Council. To keep that system up to date and fit for purpose at all times to enable compliance with EU, UK, local regulation and Council regulation and achieve maximum effectiveness and efficiency.
You will be required to provide written guidance, design and deliver comprehensive procurement and contract management training and provide advice to Directorate commissioners in all matters pertaining to procurement practice including the law, advise on the use of the integrated on line system, support options appraisals, tendering strategy and the development of selection and evaluation criteria with direction and guidance from the Procurement and Contracts Manager as appropriate.
You will take the lead on reviewing tender documentation prior to publication to ensure compliance with relevant legislation and Council regulations.
This role will support the planning and development of the Council’s procurement and contract management strategy for consideration by the Council’s Corporate Procurement Board, ensuring that all necessary research and information, including as required benchmarking, market developments, organisational needs and customer requirements are available to the Board to inform their decisions. To support the team with updating the knowledge base of strategic analysis of markets and supplier trends to ensure that procurement is based on best practice intelligence. To assist the Board by supporting the development and implementation of corporate strategies, frameworks and standards for procurement and contract management across the Council. These will need to fully support the wider economic, social and equality objectives of the Council.
Ensure that the Council complies with all reporting arrangements required by transparency provisions in EU, UK or local regulation in relation to procurement activity and decisions, and keep abreast of new initiatives, legislation and research in connection with procurement and contract management and to disseminate across the Council as appropriate.
You will also support the delivery of value for money contracts ensuring efficiency gains for the Council. This includes direct negotiation with contractors or the supporting of services with this to ensure that contracts deliver continuous improvement and value for money.
This role will take the lead in support and managing the apprentice(s) so that:-
• the team provides professional advice across the Council.
• staff are appropriately trained to deliver the procurement strategy and any related projects
• the performance of the reportee(s) is managed appropriately and constantly improved
• projects are delivered on time and to budget
Promote the Council’s procurement and contract management strategy and policies through:-
• Engaging with stakeholders and building relationships
• Representing the Council at meetings as necessary
• Liaison with other local authorities to share best practice
• Providing commercial input and monitoring the quality of Council projects with regard to the procurement and contract management strategy
• Working in conjunction with public and private sector partners to ensure opportunities for partnership working are maximised.

What we’re looking for
The successful candidate will have the following skills, experience and attitude:
•Extensive knowledge of procurement law as it affects local authorities and comprehensive knowledge of the practical implications of the current legislative framework relating to local authority procurement and contract management.In depth Knowledge of the best value framework.
•Knowledge of project management methodology and processes.
•Ability to exercise effective leadership as Senior Procurement and Contracts Officer, to inspire confidence in others, to lead by example and inspire and motivate others, and to influence effectively.
•Ability to project a professional image of the Council and its services in dealings with senior officers, members and external organisations.
•Excellent written and oral skills, good presentation skills and good interpersonal skills.
•Substantial experience of operating procurement and contract management practices and procedures.
•Experience of working in a large corporate complex environment.
•Evidence of planning and prioritising workload and deployment of resources to ensure the achievement of key objectives and adherence to agreed deadlines and timetables.
•Demonstrable experience of working in a change environment and developing creative, innovative solutions to problems.
•Experience of building and maintaining effective working relationships with senior officers/colleagues and of managing staff.
•An appropriate qualification or appropriate experience and excellent levels of literacy and numeracy.
