Croydon is an ambitious Council and following the retirement of the current post holder, we are looking for a dedicated, dynamic, enthusiastic, hard-working and passionate development management practitioner, to lead and further develop our development management service. We are proud of what we have achieved to date and have been recognised as one of the best in class, with a focus on supporting and encouraging business growth, delivering new homes (specifically affordable homes) and responding to local needs, making sure that all benefit from the fruits of good growth and regeneration. You will be central in shaping the future look and feel of the borough working alongside other corporate colleagues.
Croydon is well placed to be a major strategic force for good growth and transformation in London and the South East. The Council has a vision to deliver much needed sustainable development and town centre renewal over the next 20 years, as envisaged by the Croydon Local Plan (2018) and the Growth Zone. We have and will continue to be focussed on delivery - well grounded in reality, working closely with partners and developers to problem solve and identify pragmatic solutions, utilising dynamic development management processes and best practice.
We are also an award winning local planning authority. At last year’s “Planning Awards”, we won the award for “Increased Housing Delivery” and a development in the borough was awarded “Planning Permission of the Year”.
An opportunity to get involved and lead a forward thinking development management service does not come along very often and we look forward to hearing from you. Should you wish to discuss the role further, please email email@example.com or firstname.lastname@example.org leaving your contact details. We will be sure to get back to you.
About the Role
Service Head – Development Management CSR B 7-9
The successful candidate will be required to further enhance service delivery for all our customers, focussing specifically on the realisation of sustainable growth, firmly embedded in high standards of design and the maximisation of social, economic and environmental benefits. You will have line management responsibility for Area Application and Strategic Application Team Leaders and the Planning Enforcement and Technical Support Team Leader and will be ultimately responsible for over 50 members of staff; the determination of over 5,500 application/pre application submissions with extensive use of Planning Performance Agreements. You will also be a crucial member of the Departmental Management Team, working alongside the Director of Planning and Strategic Transport and other Service Heads (Spatial Planning, Building Control and Strategic Transport) to ensure a seamless response to the challenges and opportunities that inevitably arise.
You will also lead a vibrant and busy development management service, will have full budgetary responsibility and will be an important ambassador for the service and the Council more widely. The successful candidate will need to be a talented, politically astute, enthusiastic, motivated, experienced and knowledgeable individual who demonstrates a comprehensive understanding of development management and planning policy. Moreover, you will need to be resilient in a pressurised environment and will need to be exceptionally skilled in the various negotiation and communication techniques (across all mediums). You will be expected to communicate with gravitas and confidence, explaining complex planning procedures and issues, albeit in a user-friendly manner whilst adapting style and information offered according to the audience.
We are currently reviewing the Croydon Local Plan (2018) to ensure that it remains up to date and reflects a changing town planning context and you will be required to provide development management expertise to inform the review process.
