Role Purpose

TheService has responsibility for all matters relating to licences andregistrations. The enforcement activity is carried out through programmes ofproactive enforcement letters, visits and joint operations, compliance checks,residents meetings, prioritising complaints from the general public andreferrals from other Council Departments and external organisations.

TheService leads on the statements of Licensing Policies required by the LicensingAct 2003 and Gambling Act 2005 and the policies required as a result of changesin legislation

Therole will ensure licences are processed and issued within statutory deadlinesand use specialist skills to carry out a programme of proactive and reactivefunctions to ensure efficient delivery of the Licensing function through managed programmes of activity.



Key Responsibilities

Thepostholder will be responsible for coordinating responses and issuing variouslicences within tight deadlines. Dealing with enquiries and complaintsfrom various organisations.


The post holder will work closely with a wide range of stake holders, includingemergency services, various internal departments, outsideagencies, Members and the public. Investigating cases includinginspections to premises alone to ensure compliance with LicensingLegislation, producing a case for prosecution and attending as witness atCourt.

Regularly producing and presenting reports to Councillors who hear licensingmatters

Deliver technical advice to stakeholders on Licensing matters.

Represent the Council on liaison and multi-disciplinary working groups bothwithin and outside the Borough and ensure appropriate liaison with allinterested parties on issues including the public, elected members, otherCouncil Dept’s, and other Local Authorities also attending Court inrelation to Appeals.

The post holder manage work programmes to ensure that the principals of the licensing legislation are upheld.



Requirements

Knowledgeof the purposes of the licensing regime.

Knowledgeof report preparation and presentation.

Basicknowledge of the principles of enforcement.

ITliterate.


Post holder shall have a full, drivinglicence and shall provide a suitable vehicle for carrying outthe functions of the post.

Willingto work outside normal office hours toattend meetings and carry out other service functions as required.
