About the role

We are seeking a Commissioning Support Officer (CSO) to join the Health & Adult Social Care Commissioning and Performance team.

This post will join a team of CSOs who support the Commissioning & Performance function to ensure that services are person centred, outcome focused, inclusive, offer value for money, and promote a sustainable & diverse market.

The Commissioning and Performance Team sits within the Health & Adult Social Care directorate and is committed to working with commissioners, providers, assessment staff, service users and their carers to ensure quality services across the city at a time of financial pressure across the public sector. 

The successful candidate will need to demonstrate an ability to work in a fast paced environment with constant change.

The role of CSO covers a broad range of functions covering the 3 main elements of Commissioning, Performance and Quality & Improvement – although the posts have particular specialisms the post holders will focus flexibly on different elements depending on service demands and requirements.

This post will support the Commissioning agenda focusing on the provision of residential services for older people; including care homes and care homes with nursing. The role also focuses on residential services for people with facing mental health challenges.

Candidates will be able to demonstrate a good knowledge of a range of social care provision and preferably worked in at least 1 of the areas listed above. The preferred candidate will show willingness and keenness to work in this area and will be able to demonstrate a good understanding of the service user groups that access this support.

The post holders will:

  • Have a good understanding of social care processes, policies and provision
  • Have good problem solving, change management and negotiation skills
  • Provide advice and support to provider organisations and facilitate communication between provider organisations, commissioners, operational managers, other statutory agencies and relevant professionals.
  • Have an understanding of the contract process in order to risk manage contracted services via contract review and audit, supporting providers and initiating corrective action as necessary.
  • Have an understanding of the role of CQC (Care Quality Commission)
