Newham’s Children and Young People’s Services is currently undertaking an exciting transformation programme to create integrated Early Help and Safeguarding services for our children, young people and families. Our main aim for integrated working is to get it right first time for more children and young people. To do this, we plan to grow our early help offer so that we make a real impact on children and young people’s learning, achievement, health, wellbeing and resilience. We will closely align our services to improve accessibility for residents and to strengthen partnerships between statutory, specialist, early help and universal services.

Newham council is now the first London borough to offer a fully integrated 0-19 health and social care service as we have also assumed direct responsibility for providing School Nursing services, Health Visiting and Family Nurse Partnership in 2017, therefore CYPS will be delivering the 0-19 Healthy Child programme through the Children’s Health Service.

The 0-19 Children's Health service had their recent CQC inspection in 2019 and rated Good in all areas.

Specialist Clinical Lead for Children in Education other than School  – Children’s Health Service 0-19

£42,681 - £45,585 inclusive of higher cost allowance – LBN P05, AfC equivalent band 7

The Specialist Clinical Leaders will be accountable for working within a defined caseload of school-aged children. She/he will work with their families and education staff to promote the physical, social and emotional health of children and participate in public health initiatives applying evidence-based practice.

To develop, implement, and evaluate a comprehensive children’s service that is aimed at continuously improving standards of health and social care for a defined practice population, and facilitating multi- professional working. This will be achieved through clinical practice, management, education, research and audit and professional activities taking into account corporate and directorate objectives within the clinical governance framework which underpins Healthy Child Programme and (HCP) and Working together to Safeguard Children including;

• Search for health needs

• Stimulation of awareness of health needs.

• Influence on policies affecting health.

• Facilitation of health enhancing activities.

• Collaborative working.

The SCPHN Specialist Clinical Lead for Children in Education other than Schools (EOTS) role is to support Children, Young People to achieve a continuum of education provision and reduce the complexities of social, emotional, communication and behavioural difficulties on educational attainment.

To develop and manage a defined caseload by means of identification, referrals, assessment and evaluation of health needs and implement Public Health strategies in partnership with multi agencies within the localities.

To be responsible for providing Health promotion and protection packages of care to a defined caseload of children and young people 5-19 years, attending Independent Schools, Sixth form colleges service  for children with complex medical needs and children who receive Home Tuition to reduce health inequalities within this cohort of children and young people.

To work with children, young people and their families and education staff to promote the physical, social and emotional health of children and young people so that they are able to make healthy life style choices and participate in public health initiatives governed evidence-based practice.

The candidate must be/will have;

• School Nurse qualification / degree SCPHN (post-graduate/ post- registration qualification

• RGN/RSCN/Child branch

• Current valid NMC registration

• Mentorship qualification (ENB 998 or equivalent)

• Evidence of self- development within the nursing sphere

• Leadership and management qualification/training

• Minimum of 18 months experience as a qualified school nurse
