The ICT department are currently going through a transformation and modernisation journey to achieve the 2050 vision of transforming Southend into a Smart City. The ICT function is at the centre of delivering new and innovative services to both the residents and visitors of the Borough. The Council are transforming to a new, future proofed ICT organisation which will offer improved quality of business and IT engagement with colleagues and customers. The ICT department aim to be customer centric, agile in delivery and viewed as Trusted advisors providing thought leadership and design thinking.
To achieve this the Council are looking to appoint an IT Product Manager to act as the “voice of the customer” by redefining the entire customer experience and journey through managing the current and upcoming development in technology.
Your new role
This is an exciting opportunity to take ownership of key products at the council, allowing you to completely revamp the customer experience and the wider relationship of various products within the council and the users. As the representative of the customer you will proactively coordinate product changes and updates and lead the translation of software features into technical requirements.
You will be the visionary behind product and strategy; you will collaborate with the Business Partners and key stakeholders to translate business requirements into user stories for the development teams to implement in order to improve the overall customer experience. You will be delivering best practice software development including sprint planning, ensuring user stories and requirements are developer ready.
This will include managing the deliverables of applications, by taking ownership of a small team of application support specialists. You will lead the team in enhancing the customer experience by developing appropriately detailed specifications for product features so that they are clearly understood for the implementation process. Vendor management will also be a key aspect of the role, as you build and establish key relationships with 3rdparty vendors, that will help to deliver an exciting range of products to Southend Borough Council. This will include customer facing digital platforms, complex financial & purchasing systems and GIS applications.
What you'll need to succeed
Your customer centric attitude and focus on solving and delivering business and user needs, will see you excel in this new role. You will need to possess a fundamental understanding of end-end customer experience integration and dependencies and strong team leadership skills.
You will also have the ability to support the Council’s vision especially where it impacts technology, in areas such as enterprise and application design patterns, IaaS, PaaS and Cloud Services. As such a broad skill set and wide knowledge base will be required in business intelligence/reporting tools (i.e. SSRS, SQL database languages), modern programming languages such as HTML/CSS, C# or PHP, as well as various operating systems inclusive of Windows and Unix.
To be successful in this role you need to have the ability to translate technical jargon into easy to understand and clear terms for non-technical personnel. You will also need to have experience with user interface, customer experience design and agile delivery.
