About the role
The role reports directly to the Corporate Head of Service for Commissioning and Procurement and is responsible for driving innovative commissioning practices that deliver social value for Kingston's communities and support the development of an 'enterprising' culture across the Council. You will develop effective networks, internal and external to the Council, to lead on the design and implementation of the key Council's policy including sourcing policies, social value, modern slavery and ethical sourcing. You will also identify opportunities to do things differently and support organisation's continuous improvements.
We are looking for someone with experience and a proven track record of achievement in commissioning, policy development and transformational programmes in local government with strong leadership skills, modelling a performance culture and constructively building achievement, confidence and skills in others.
You will be someone who can work successfully with key stakeholders including Members, residents, businesses, communities, partner organisations and other public services to achieve better outcomes for our communities.
You will also have excellent knowledge of the end to end commissioning cycle with proven commercial skills and evidence of delivering significant efficiencies in a public sector organisation.
Ideally you will have a degree or relevant professional qualification, preferably Chartered Institute of Procurement and Supply (CIPS) - although we are willing to support staff through professional qualifications to become level 4 CIPS qualified, be politically astute and able to build high levels of credibility, and make an impact quickly.
