We are seeking a calm, focused individual for this role of Emergency Management and Response Manager.
The role of Emergency Management and Response Manager will involve leading the Emergency Management and Response service, providing strategic advice to corporate management, reviewing and updating strategies, and ensuring that the London Borough of Hillingdon meets its obligations under Civil Contingencies Act 2014.
This position is based at the Civic Centre, and involves managing the Emergency Management and Response team, ensuring that the service reflects the council's manifesto; 'Putting our residents first'. This role will be key to the development of the service, leading the annual management and response business plan, ensuring clear Service Level Agreements (SLA's) are in place where appropriate.
About the person
Previous experience in emergency planning and management positions would be an excellent fit for this position.
You will work closely with Directors, the Cabinet and colleagues throughout the council to ensure that the council meets its statutory obligations in relation to emergency planning and response policies, procedures and activities. You will also work with external bodies and agencies, so it is essential that you have excellent communication and influencing skills. You will be responsible for managing an allocated department/team budget and leading the development, maintenance and regular audit of emergency preparedness, resilience and response procedures for the London Borough of Hillingdon. You will also be responsible for managing and overseeing all Emergency Management and Response related compliance across the Council.
You will develop policies and procedures and translate these into clear activity plans for a range of individuals and teams involved in the emergency planning and response processes. You will be able to manage highly complex and sensitive information and produce regular briefings, reports and guidance utilising your excellent communication skills.

The Emergency Management and Response Manager is a key role, and we are looking for somebody who can work flexible hours, as the service demands. This includes working unsocial hours from your normal residential address in response to the occurrence of incidents outside normal working hours. The work is busy and has lots of variety, with a range of challenges - but you will also be rewarded by watching the service improve, and ensuring public safety.
(Please note for this vacancy you will need a full, current UK driving licence and use of a vehicle. You will need to evidence your Continuing Professional Development (CPD). You will also need to hold a relevant emergency planning qualification and a management qualification, or equivalent relevant experience in these fields)
