Role Purpose

Responsible for thedelivery of the Town Hall Project from design development to completion, which will involveconstruction and handover within approved parameters ensuring maximum qualityand value to the Council, its stakeholders and clients.

The role requires thepost holder to produce regular progress reports to senior politicians andsenior management, ensuring that effective contact between partners anddirectorates are maintained and.usinginitiative, deal with enquiries in a sensitive, efficient and accurate mannerin an environment where there are competing demands. The role includesbuilding positive relationships with key stakeholders, including electedmembers to achieve the Council objectives for capital projects. Working with clientsacross the Council and external partners to identify and manage project dependencies,risks, issues and actions.

Key Responsibilities

The post holder willprovide a high quality specialist project management expertise and technicaladvice relating to major capital delivery schemes including the compilation ofproject management reports and helping the team to track and report on progressacross a range of project workstreams. The postholder will engage with and build professional relationshipswith clients and key stakeholders to facilitate a professional projectmanagement environment for project delivery.

Using their own initiative, the post holderwill undertake a variety of project management activities relating toworkstreams contained within the Town Hall Programme. The role will beresponsible for establishing, servicing and co-ordinating the work of ProjectTeam Meetings, this will include ensuring that meetings are properly arranged,serviced and consultants are managed and that actions are chased following themeetings to maintain pace and delivery.

The post holder willalso be required to undertake the development of tender documents and projectspecifications that will provide the required technical expertise to deliverthe project, with the ability to respond effectively to tight deadlines in apressured environment and attend site to supervise/track the progress of delivery The post holder may be required to act onbehalf of the Council



Requirements

Experience at a high level of deliveringcomplex projects in the construction industry.

You will be able todemonstrate a good knowledge of the risks and opportunities inherent in majorcapital project delivery, and the tools to manage and maximise these throughouta project’s lifecycle.

You will have comprehensiveup-to-date knowledge and understanding of capital schemes and an understandingof the general planning environment; relevant legislation, and knowledge of howbuilding design can improve and support the creation of sustainablecommunities.

You will be able todemonstrate knowledge and understanding of a capital project’s lifecycle, andthe key milestones/tasks involved at design, procurement, and construction,handover and operation phases, RIBA stage 0-7.

You will have theability to manage changing circumstances and requirements, assess implicationsfor capital delivery and initiate appropriate responses to meet targets anddeadlines. You will have the experienceof managing project teams including external consultants for the purposes ofachieving and delivering outcomes, and the ability to respond effectively totight deadlines in a pressurised environment.
