£51,979 - £58,788 per annum for 36 hours per week based at County Hall, Penrhyn Road, Kingston upon Thames KY1 2DN. This role is a 12 months fixed term contract.

Whilst the primary base for the role holder will be in County Hall, Kingston, the work assigned could see the post holder working from any of our sites and so ability to travel is a requirement of the role.

We are looking for a Head of Performance and Insight to support Business Operations in managing and using its data to make informed decisions, achieve growth and drive performance and service improvements.
Our Business Operations service forms a key part of the Orbis partnership, which encompasses Surrey County Council, East Sussex County Council and Brighton & Hove City Council. Our partnership delivers greater value for our councils, residents and customers by increasing efficiencies and maximising the benefits of sharing people, resources and technology.
We have a long history of monitoring our operational performance to continue to drive the high quality services we pride ourselves on delivering. This new role will be spearheading our next phase of performance analytics to help drive this as a key part of our culture. We look to exploit the latest technologies to get much more richness in operational performance data that can help our strategic and operational teams decision making. You will also be able to look at developing a culture which thrives on performance metrics and high quality data.
As the service's Head of Performance and Insight, you will have the opportunity to help shape the service and its strategy. In addition you would have the potential to build the ongoing service strategy and approach to data and analytics. You will be encouraged to think differently, share your experience and create solutions that truly deliver change.
You will need to build effective relationships with key stakeholders, work closely with the service's operations teams, and take the lead in the service's business intelligence transformation project.
Educated to degree level or equivalent experience in the field of data and analytics, you will have extensive experience in managing data and building automated performance dashboards using a range of industry-standard tools and business systems. This will require the bringing together of data from various systems across the partnership to give a single view of performance.
You will have strong communication and interpersonal skills, be an adept negotiator with a flair for influencing others, and the ability to work collaboratively with internal and external stakeholders. You will also have a proven ability to inspire and motivate others.
