About the Role

Orbis is a shared services partnership between East Sussex County Council, Surrey County Council and Brighton and Hove City Council. Overall, the councils spend around £1.5bn with external suppliers for everything from software to social care services and from cleaning products to sports equipment, so we have a large Procurement Service which supports customers to deliver better value from our contracts and ensure we source our contracts in an open, fair and transparent way.

The role that we are recruiting to sits within the Strategic Procurement Team, leading on Adult Social Care and Health projects. This team provides direct localised support to our customers in East Sussex County Council, providing expertise on tendering activity and contributing to the delivery of service objectives, savings and other benefits, including social value. We work closely with the Strategic Procurement Teams in Brighton & Hove City Council and Surrey County Council, sharing knowledge, expertise and resource to best service our customer’s needs.

The Strategic Procurement Manager role will also work closely with colleagues in the other functional teams that sit within Orbis Procurement. Cross-functional working and matrix management is key to how we function as a service.

 We are looking for candidates who can clearly evidence:

  • Substantial procurement expertise, leading significant projects across a range of commercial, category and sourcing activities, with a particular focus on Adult Social Care and Health.
  • Experience in building strong stakeholder relationships with major service areas at a senior level.
  • Knowledge of the principles of change management, project management and continuous improvement, and their practical application, with a focus on delivery.
  • Great communication skills.
  • Wide experience in successful leading, coaching, mentoring and developing of staff.

Public Sector experience and sound knowledge of EU procurement regulations is preferred.

Job Details

This job is based in our office in Lewes, though some travel to the other offices in Brighton or Surrey will be required from time to time.
