From helping and supporting vulnerable adults and children, assisting businesses to thrive in local areas and then future proofing in making decisions on housing and transport – Councils do all this and so much more. But it’s not just the services councils provide, it’s the people that work for councils who are truly driving positive change and making a difference.
Can you make a difference? Then the national graduate development programme (NGDP) is for you. The programme will give you the broad understanding of local government and the hands on experience for you to develop a fulfilled career that will positively change people’s lives.
Employed on a two year fixed-term contract, trainees rotate between different placements to develop their skills and knowledge alongside studying for a postgraduate-level certificate from the Institute for Leadership and Management (ILM). This is a varied and prestigious programme which has a high record of success placing graduates in positions of management in local government upon completion of the scheme.
Waltham Forest Council is a firm supporter of the NGDP graduate scheme and is looking for new graduates to join our ambitious borough in September 2020. The programme is open to anyone with a 2.2 undergraduate degree.
We offer graduates four six-month placements in different areas of the local authority. Previous graduates have completed placements in our Elections, Community Safety, London Borough of Culture, Service Design and Digital teams, and have gone on to secure permanent roles at the Council or attained success in other public service bodies. Graduates at Waltham Forest will have access to all the learning and development opportunities offered by the Local Government Association, including meeting a strong network of like-minded peers working at other Councils across England and Wales.
The NGDP recruits graduates from all different backgrounds, universities and degree disciplines; our aim is to reflect the diverse communities that we serve.

The NGDP runs one national recruitment process each year and helps several councils run local and internal recruitment campaigns. Candidates can apply only once each year to the NGDP. To apply, candidates will need to have a 2.2 undergraduate degree in any subject by summer 2020 and be required to provide documentary evidence of their entitlement to work in the UK (in accordance with the Immigration, Asylum and Nationality Act 2006). The NGDP is unable to apply to sponsor a visa for candidates from outside the European Economic Area (EEA) who do not have the right to work in the UK.
