Barnsley is changing and with a recently adopted Local Plan aimed at preserving what is special about the borough whilst also providing significant economic and housing growth opportunities, now is a great time to be joining our forward-thinking and dynamic service. The Local Plan identifies a number of large-scale urban extensions, the likes of which have not been seen in the borough for generations. The borough also sits at the heart of Transport for the North’s Southern Pennines Corridor where a number of major transport infrastructure projects are anticipated, including HS2, Northern Powerhouse Rail and potential strategic highway improvements. In readiness for this, we are restructuring the service to focus on maximising these opportunities to create fantastic, sustainable and resilient places which we will all be proud to have played our part in delivering.
The Senior Highway Engineers will oversee a small team each that will be responsible for delivering the Council’s duties under Sections 278 and Section 38 of the Highways Act. In light of our growth agenda and recently adopted Local Plan we are anticipating an increase in demand from developers and an associated increase in the number of section 278 and section 38 agreements. The new teams we are creating will include sufficient resource to ensure we are able to address this demand in a professional and thorough manner to facilitate the necessary growth while also ensuring our existing and new highway network remains safe and robust.
We are therefore looking for an experienced engineer with either a level 6 qualification (e.g. degree) or extensive equivalent experience with good communication, negotiation and interpersonal skills and a detailed working knowledge of design software, specifications and schedules.
