About the role

We’re offering an exciting secondment opportunity for an experienced information governance professional to join our small but ambitious Office for Public Service Innovation (OPSI) team. This new role provides the chance to shape how the Liverpool City Region approaches information governance. The post holder will support data sharing between organisations to enable public service innovation, better decision making and improved outcomes.

This role is about more than ensuring compliance. It’s about helping teams feel confident in their ability to gain new insights from data, share data safely and purposefully. This role will help to deliver a balanced approach to innovation as set out in our Community Charter on Data and AI.

Our user research has highlighted several barriers to effective use and sharing of data including difficulties in data discovery, real or perceived legislative barriers, a lack of confidence among non-specialists, and a disproportionate burden of responsibility and risk falling on individual information governance leads or data protection officers. The post holder will play a key role to shaping the City Region’s response to these challenges.

About the Office for Public Service Innovation

OPSI aims to equip, enable and empower public services in the Liverpool City Region to collaborate, innovate and deliver more effective services.

We will do this by harnessing and enhancing good work already happening, while also embedding a test, learn and grow culture to tackling persistent, unsolved challenges in the City Region. This approach aims to improve outcomes for our 1.6 million residents through improved collaboration, use of data and AI, and community involvement in service design.

Key responsibilities

As Information Governance Manager, you will:

  • - Lead the creation, coordination, signing and management of Liverpool City Region data sharing agreements that involve councils, police, fire, health and other agencies.
  • - Coach and support partners to build confidence in information governance, helping teams to understand and apply best practices.
  • - Create positive relationships across a range of organisations at senior and practitioner level, ensuring support for and engagement with information governance working groups and related projects.
  • - Provide expert advice to the Combined Authority and other partners on existing and proposed Liverpool City Region data sharing agreements, their scope, content, basis and other data protection factors, undertaking research as necessary.
  • - Draft and review data sharing agreements and data protection impact assessments, undertaking detailed negotiations with third parties.
  • - Work with Government officials to identify regulatory barriers to data sharing and develop new legal gateways to address these
  • - Horizon scan for new projects and regulatory changes, ensuring compliance and innovation.

About you

We’re looking for someone who:

  • - Has proven expertise in information governance and data protection, with a deep understanding of UK GDPR, the Data Protection Act, and relevant guidance.
  • - Is a credible and trusted coach, who can build confidence and knowledge among senior managers, data analysts and others, supporting them to find solutions and use data in different ways.
  • - Has experience working within a Public Sector organisation
  • - Enjoys problem-solving in new, complex and sometimes ambiguous situations, where both creativity and pragmatism are required.
  • - Is confident navigating competing priorities and organisational dynamics, particularly across multi-agency settings.
  • - Can communicate about complex issues in a simple, clear manner, both in writing and in person.
  • - Is skilled at facilitation, negotiation, mediation and consensus-building.
  • - Builds trusted relationships and brings reassurance to stakeholders.
