Croydon Council is transforming, and we’re looking for an outstanding Head of Parking Services to lead one of the borough’s most high-profile and commercially important services. This is a pivotal role, responsible for a £29.5m income budget, a team of over 116 staff, and the delivery of modern, efficient and customer-focused parking operations.

The Role

You will be the council’s lead expert on all parking matters, responsible for:

  • Strategic leadership of all Parking Services, including enforcement, permits, appeals, debt recovery and vehicle removals.
  • Delivering parking policy, the Parking Policy Action Plan and relevant Mayoral priorities.
  • Ensuring high-quality, efficient, value-for-money services with a strong emphasis on digital improvement and customer experience.
  • Managing significant revenue and capital budgets with robust financial control and commercial insight.
  • Leading service transformation, operational improvement and large-scale programmes that support the council’s corporate priorities.
  • Building strong relationships with Members, partners, contractors and community stakeholders.

About You

We’re looking for a senior leader with:

  • Proven experience managing large, complex parking or operational services.
  • Strong commercial, financial and business planning skills.
  • Knowledge of parking operations, enforcement and relevant legislation.
  • A track record of service improvement, innovation and delivering results.
  • Excellent communication, stakeholder management and political awareness.
  • A collaborative leadership style that motivates teams and reflects Croydon’s values of openness, accountability and public service.

A degree (or equivalent) is essential; professional membership such as CIHT is desirable.
