Role Purpose Responsible for ensuring that all physical elements of Victoria Park including buildings, structures, landscape and features are effectively managed, and maintained within the context of the agreed 10 year Management and Maintenance Plan.

To assist in managing and maintaining a range of services delivered under contract, consultants and special advisors.

Key Responsibilities

You will have the opportunity to develop innovative ways of managing and implementing contractor service delivery to maximise VFM and outputs. Prepare in conjunction with Building Survey section an annual inspection and consequent maintenance programme for buildings, listed structures, monuments and features.

Prepare and revise contract documentation and processes including tendering as required. You will liaise with contractors working within the park and assisting with contract processing. Liaison and monitoring of sites and documentation associated with major events and film location crews.

You will have responsibility for landscape/horticultural management and maintenance, and developing quality standards and processes.

To develop the biodiversity and nature conservation value of the site. Health and safety responsibility including risk assessments.

Assist in management of security including liaison with the police and crime reduction partnerships. Responsibility for preparation of documentation associated with the Greenflag Award and physical preparation of site for judging.

You will also help with developing a bench marking process for the park for key activities through LPGSF or similar body.

Requirements

You will have knowledge and experience of contract management and administration for horticultural, landscape, buildings and infrastructure.

Ability to understand and interpret a wide range of technical and professional reports on landscape, heritage and built construction matters, and also the ability to prepare detailed and comprehensive reports utilising a range of data sources.

Experience of directly managing, monitoring and analysing a range of revenue and capital based budgets within a large and complex organisation. You will also have line management experience.

Ability and knowledge to work with a range of specialist and technical heritage organisations including English Heritage and English Nature.

You will have proven ability to deliver to preset deadlines on a consistent basis for grant based projects. You will be able to communicate verbally and in writing with a wide range of stakeholders and members of the community, to manage large scale and complex contracts for a variety of disciplines including grounds maintenance, buildings, play areas and water bodies and features.

Additional Information

The delivery of the Victoria Park Project is one of the Council’s key priorities over the next two years. A significant investment of over £10 million is being made to regenerate Victoria Park following extensive community consultation. The Big Lottery/Heritage Lottery Fund Parks for People Programme is providing grant aid of over £4.5 million. This will be a challenging and worthwhile project with a dedicated and motivated team of staff.

Reporting to the Victoria Park Manager, the role of Development Officer Infrastructure will be key to ensuring that the future management and maintenance of the improved park is delivered to the standards and objectives set within the agreed 10 Year Management & Maintenance Plan for the site.
