SPECIFIC DUTIES AND RESPONSIBILITIES
Job Title: Tenant and Leaseholder Involvement Manager
Job purpose:
• Facilitating the involvement of tenants, leaseholders, and residents, where applicable, and actively promoting their participation in the development of all areas of work related to housing within Oxford City Council
• Managing and developing Oxford City Council’s Tenant and Leaseholder Involvement Team, in consultation with Oxford Tenants’ and Leaseholders Panel
• Developing an action plan that involves more tenants and includes them in more issues that affect their housing
• Improving the external and internal working of Oxford City Councils Tenant and Leaseholder Involvement Team
• Managing and raising the profile of Oxford City Council’s Tenant and Leaseholder Involvement Team
• Leading on the ongoing support and development of Oxford Tenants’ and Leaseholders’ Panels associated involvement opportunities including Mystery Shopping and Training
• Leading on the support and development of Tenant and Residents Associations representing Oxford City Council tenants and leaseholders
• Ensuring that up to date information is supplied at intervals/agreed timescales to relevant committees/colleagues and the Oxford Tenants’ and Leaseholders’ Panels and associated groups
• With Oxford Tenants’ and Leaseholders Involvement Monitoring Panel developing an annual involvement plan which forms part of the Tenant and Leaseholder Compact and leading on the implementation of and reporting against this plan
• Overseeing the running of the Oxford Tenants’ Resource Centre in co-operation with tenant and leasehold members of the Resource Centre Management Group
Duties and Responsibilities
• Working with the (tenants’ and Leaseholders’) Involvement Monitoring Panel (IMP) to manage and develop Oxford City Council’s Tenant and Leaseholder Involvement Team in accordance with the Tenant’s Compact agreed at regular intervals between Oxford Tenants’ and Leaseholders Panels and Oxford City Council and any other agreement between these panels and Oxford City Council
• Ensuring that Oxford City Council and the Oxford Tenants’ and Leaseholders Panels implement, monitor and review the Tenants’ Compact and any other tenant participation documents, policies and procedures
• Organising and facilitating consultation exercises, such as public meetings, workshops and surveys
• Ensuring that accurate and up to date performance management information is provided to relevant committees/colleagues within agreed timescales
• Ensuring that training on tenant and leaseholder involvement is delivered to staff at Oxford City Council
• Ensure training is delivered to tenants, residents and leaseholders in line with training plan and the involvement Action Plan.
• Act as the main point of contact between Oxford City Council and Tenants’ and Leaseholders Panels
• Act as main point of contact between Oxford City Council and the Tenant and Residents Associations of Oxford
• Maintain accurate records of tenants, tenant groups, residents, resident groups leaseholders and leaseholder groups involved/working with the tenant participation team of Oxford City Council
• Managing, monitoring and reporting on expenditure, and implementing efficiency measures for Oxford City Council’s tenants and Leaseholders Involvement Team in conjunction with Oxford Tenants’ and Leaseholders Panels
• Managing, monitoring and evaluating the effectiveness of tenant, resident and leaseholder involvement
• Actively co-ordinate work with individuals tenants, tenant groups, local councillors and area co-ordinators to address/improve community and estate based issues
• Lead Service area representative for consultation and contribute to corporate consultation group
• Liaise and co-ordinate with Oxford City Homes, Community Housing and teams in other Business Units to ensure an effective and efficient tenant and leaseholder involvement service is provided
• Oversee the publicity and promotion of the service, including contributions to the quarterly Tenants Issue Newsletter and website

Education/Training 1. Educated to “A” level standard or equivalent
20. Part Chartered Institute of Housing (CloH) qualified or equivalent
21. Membership of any other related professional body
Relevant Experience
Skills/ Knowledge 2. Being a paid employee working with voluntary workers
3. In publicity and consultation
4. Significant experience in community development/involvement
5. Recruiting, managing, developing and supervising staff
6. Managing budgets.
7. Of tenant participation and community development issues
8. Of service delivery – appreciating the need to promote customer care
