The London Borough of Havering has recently been regarded as a fast improving local authority. The council has been awarded 3 stars in its CPA rating and is ‘improving well’.

Havering is already a great borough with a high quality of life, good services and many achievements to its name. It has a 20 year plan to become a new model suburb – a more successful and energised gateway to London, but still flavoured and shaped by its attractive natural environment, unique history and vibrant culture.

Due to internal promotion the role of Senior Accountant within Financial Services/Services Finance has become vacant. This is an excellent opportunity to provide an effective and efficient financial management function to a range of services and to contribute to the development of the Council’s Medium Term Financial Strategy.

Major areas of responsibility and accountability are (but are not limited to) budget preparation, budget monitoring, financial accounting, financial advice, grant claims & statistical returns.

This role encompasses three grades, PO2 to PO4. The ideal candidate at entry level (PO2) will be AAT qualified and CCAB part-qualified and the ideal candidate at PO4 level would be CCAB qualified or finalist.

You will have experience of complex financial planning, budget monitoring and financial accounting, experience of preparing complex grant claims/statistical returns and liaison with auditors where relevant.

You will have excellent verbal and numerical communication skills with the ability to liaise both orally and in writing with all stakeholders including Service Managers, staff & the public. You will also possess a sound understanding of the requirements of the Local Authority Accounting Code of Practice and CPA.

Closing date for receipt of applications will be Friday 3rd September 2010.
