Role Description:
‘Property’ covers hard and soft Facilities Management across two key client areas: Property and Surrey Commercial Services.
Total influence-able spend is approx. £70m on goods and services and comprising of Construction, Consultancy, Utilities, M&E, and Other Facilities Mgt Services.
Reporting to the Senior Property Category Specialist, you will be responsible for delivering category specific procurement exercises that ensure value for money and compliance with County Council policy and procurement. You will develop best practice procurement strategies and implement best practice processes and policies, leading to sustainable cost savings, productivity improvements and a high performing supply base. You will work collaboratively with colleagues to embed a culture of continuous improvement.
Your role is likely to span all stages of the procurement cycle, from identification of the need, development of a strategy, preparation of tender documentation and management of tender process, supplier selection and relationship management. As such, a thorough understanding of UK and EU Finance and Procurement Law, and an understanding of Local Government organisations will be highly beneficial for this position.
You may currently be employed in the private or public sector. Regardless of your background, you should have strong commercial acumen and an in-depth knowledge of procurement best practice and processes. Above all, you\’re capable of delivering within high performing teams, leading high level negotiations – and really making things happen for the benefit of the people of Surrey.
