To support this exciting agenda, we have created a new programme of HR policies: the Excellence in People Management Programme, which aims to transform the way people are managed, give employees the freedom to excel and provide a consistently excellent service to our internal and external customers. Key to our achievement of this is the Employee Bargain: an agreement between the council and its workforce that, in return for an employee’s flexibility, the council will give employees more opportunity for career progressing and training. To ensure we meet the employee bargain, we recently set up a new service, In-Source, to support managers and staff to meet the challenge of creating and being a motivated, flexible and skilled workforce.
A workforce of 59,763 demands a professional, pro-active and dynamic HR team. However, a 59,763 workforce that is currently undergoing the most rapid and radical workforce change in its long and distinguished history requires even more; especially when at the same time it is itself undergoing a major restructuring and transformation.
The future of HR will be in the shape of a shared service operating model. We are now starting the journey to this new model. To assist us in this challenging and exciting time we need a variety of HR professionals who can make a positive and meaningful contribution and make our new HR policies a reality.
With a HR team of around 450 people we have a variety of opportunities both immediate and anticipated. We are seeking to establish a talent bank of HR professionals with a variety of skills and competencies – either to assist in the HR transformation programme or to provide backfill for existing HR staff that have been released to the transformation programme. Both HR generalists and specialists are required.
We are open to employing people on a temporary or fixed term contract or on a self employed interim basis. Temporary or fixed term contracts may vary in length, subject to normal Birmingham City Council recruitment and selection procedures.
Existing employees can register for either secondments or placement opportunities.
Salaries will vary from c£23k to c£70k and are negotiable.

Birmingham City Council has recently undertaken a pay and grading review. You may wish to note that should you be successful, you will be appointed on a salary point within the range appropriate to the job. Progression through the salary range will be determined by your length of service until April 2010 (or April 2011 for grades 1 and 2) and then by a performance framework.
