We currently have a vacancy for a Head of ICT Strategy.

The Main Duties and Responsibilities of which are:

  • To oversee and manage the Council’s investment in and use of Information Technology and Communications (ICT), ensuring that it is aligned with, and is a positive driver of, the Council’s corporate and service objectives.
  • To Lead the Council’s ICT Client Team managing those ICT services provided by Oxfordshire County Council under a Partnership Agreement.
  • To provide telephone services and other systems administration functions to the Council.

Individuals thinking of applying for this post should be able to meet the following criteria:

  • Experience of managing the provision of ICT services within a large complex organisation, including the provision of ICT support services.
  • Experience of managing a large outsourced service contract
  • Proven experience of developing and implementing strategic plans for ICT
  • Experience of Programme and Project management including leading and coordinating projects.
  • Demonstrable track record of accountability for budgets and achievement of objectives within existing resources.
  • Experience of partnership working both internally and externally, and of quickly establishing trust and credibility
  • Experience of delivering significant change and business improvement initiatives, including people and cultural change
  • Experience of developing a multi disciplinary team including motivation, mentoring and coaching
  • Track record of operating strategically in relation to corporate projects and policy development.
  • Proven ability to work effectively in a political environment and establish effective working relationships with members (desirable)
  • Experience of implementing and embedding effective performance management techniques including within Partnership arrangements.
  • Management qualification e.g. DMS or MBA (desirable)
