Can you keep a cool head in the face of adversity?
Ensuring that the authority can respond effectively and efficiently to civil emergencies affecting the district and to potential disruptions to council services is the main focus for this position.
Policies, plans and procedures are already in place, but they will benefit from a fresh pair of eyes to ensure that they remain effective.
Other duties include: – Co-ordinating business continuity across the authority; and ensuring that regular training takes place to test the effectiveness of emergency planning and business continuity plans.
Emergency responses require adaptive thinking and you must be able to think on your feet and manage competing priorities. Floods, gales, transport incidents can all have major impacts on communities and businesses.
Ideally you will fully conversant with the Civil Contingencies Act 2004, have knowledge of emergency planning and business continuity and the duty placed on local authorities in this area. With the publication of the Pitt Review and, the Government response in late 2008, it is vital that you are conversant with the implications for a local authority.
Above all you will be a strong organiser, excellent communicator and able to motivate others as you will be working with businesses and parish councils to help inform their emergency planning and business continuity procedures.
To do this, you’ll need to have good planning, communication, networking and facilitation skills, the ability to analyse data and produce excellent reports and possess strong ICT skills.
