South Devon’s new Economic Development Company

Torbay Development Agency (TDA) has a good record of achievement and economic intervention and this will gather momentum and breadth as it evolves over the coming months into a fully operational Economic Development Company (EDC).

Although well renowned for its natural beauty, schools and leisure opportunities, the local economy unfortunately continues to under-perform and more needs to be done to deliver sustainable economic growth. To achieve the challenging targets set, the new EDC will shortly appoint a Director of Development to join with the Chief Executive and Director of Performance to lead the organisation.

The Director of Development shall be primarily responsible for: the delivery of many exciting regeneration projects through a variety of procurements (including a substantial Local Asset Backed Vehicle); delivery of Torbay’s Mayoral Vision and capital programme; and overall responsibility for a number of professional services including Asset Management.

The EDC is the preferred delivery agent for developing and implementing Torbay’s Economic Development Strategy. Governed by an independent Board and Chair, the EDC is ultimately responsible to the Local Economic Partnership.

Although a new organisation, the EDC will build on the highly successful partnerships that have been developed by the TDA, Torbay Council, the business community and various government agencies. The Director will provide an influencing interface between the EDC and its stakeholders, delivering agreed outcomes within well defined budgets and resources.

The successful candidate is likely to have an appreciation of commissioning frameworks, a proven track record of successful major project delivery and be able to demonstrate entrepreneurial flair and innovation.
