Role Purpose
To lead, manage and develop a team of committee officers to secure the efficient operation of the Council’s decision making and associated processes; to ensure that the Council meets all legal obligations in relation to Council, Cabinet and committee meetings and to promote citizen engagement. To deputise for the Service Head, Democratic Services, including corporate and service management duties, constitutional and relevant legal advice to the Council and budget management.
Key Responsibilities
To ensure the highest quality clerking service, efficient co-ordination of business and excellent procedural advice to all constitutional meetings by the Committee Team; to support the Service Head and to lead on developmental work in relation to the Council’s constitution and democratic governance arrangements in response to best practice, new legislation, political or other developments; to act as the secretary to the Cabinet and to be responsible for the servicing of a range of decision making and other bodies including procedural advice and the production of agendas, minutes and reports; to ensure compliance with the Council’s constitution, legal and other requirements in the conduct of local authority business and to advise the Mayor, Council and senior managers accordingly.
Requirements
A degree or professional qualification or equivalent experience. Experience of developing working relationships with and advising senior elected members and chief/senior officers within a local authority or other politically sensitive environment and experience of managing and motivating staff within a performance management framework. Experience of using ICT in managing, delivering and improving services and experience of delivering training or other presentations to senior audiences on procedural and constitutional matters.
Commitment and motivation to work such hours as maybe necessary to achieve the purpose of the post, including attendance at evening meetings, for which overtime is not payable.
